Yes, the “Undo” button appears right after clearing — but only until you close the tab or the app.
Undo works on the device and is not designed to survive closing the app. The button shows how many entries will be restored.
If by the time you undo your plan no longer allows storing that many entries, as many as fit within the limit are restored, and the app says so honestly: “Restored N of M — the rest is over your plan's limit”.
